The Virginia Department of Social Services Division of Child Support Enforcement has been awarded a Safe Access for Victims' Economic Security grant by the U.S. Department of Health and Human Services to implement comprehensive, expert-informed domestic violence services to survivors who are in need of child support. Virginia is one of 13 state child support agencies in the country to receive the five-year grant. The grant-funded project is a new national demonstration model designed to develop, evaluate, and implement best practices to provide safe access to child support and parenting time services. Adults aged 18 and older residing in Maryland, who have functional disabilities and need assistance with personal care, chores, and/or activities of daily living, in order to remain in their own homes. Vulnerable adults with no willing or capable caregiver available when needed, those at risk of institutional placement, and those at risk of abuse or neglect will be given preference for service, using a ranking scale.

A referral to Consolidated In-Home Services is based upon the safety and risk factors present in the family, as determined by standardized risk and safety instruments. Families who, after receiving an investigation or an alternative response, would continue to benefit from on-going servicers are referred to Consolidated Services. The level of service provided, the intensity of time spent with the family and the frequency of visits is determined by risk and safety factors.
Care providers and recipients will sign the time sheets and submit them to the county to process payments through the statewide Case Management, Information, and Payrolling System . In efforts to be more accessible and increase support to more Virginians, Virginia, the Commonwealth's largest network of health and human service resources, added another way to receive information and referrals.
